Winmodems are basically soundcards with a telephone connector.
As such, you need to do the whole signal processing in software.
Winmodems come bundled with Windoze drivers, but that does not
mean it could not be done on Linux. Noone has done so far AFAIK.

Something similar in spirit (but not applicable to telephone
modulation format, it's used over radio) is the soundmodem stuff.
And yes, people are using it, and it works well even when
loading gimp (as there is no photoshop port to linux) 8)
