APM bug?

Hello,
don't know if this is a kernel bug or a bug in my BIOS (Happens in both
2.0.34pre11b and 2.1.x, so I'd tend to assume the latter):

When I boot the computer (AMD K6, on a VIA Apollo chipset-based FIC
PA-2011 board) with an APM enabled kernel and APM support enabled in the
BIOS, the CPU slows down after a while without input, even when it
shouldn't (non-interactive tasks (such as an rc5 client) slow down
extremely).
