Linux-2.1.102: low level sound does not configure

In Linux-2.1.102, drivers/sound/Config.in now calls
drivers/sound/lowlevel/Config.in, but this fine does not exist.
It looks to me like the relevant patch was not completely generated or
was not completely applied when it was integrated into 2.1.102.
