Yes it has, both at the terminal and XFree. You can enable terminal
standby etc. using the setterm command, ie: "setterm -blank 5 -powersave
on" to turn off the monitor after 5 minutes of no typing. In X, you can
turn it on by starting X like: "startx -- dpms". As always, your mileage
may vary.
