Linux has been doing so for ages.

If you use tcpdump -e, you will see that this is a refreshment "arp":
it is directed ONLY at the 0:0:21:50:21:6c card. If it fails to reach
an answer, it will be retried as a broadcast. This means that all other
machines won't be bothered with this. It's in the spec.
