New rlimit for network operations???

I'm looking at the prospect of giving lots of potentially little evil people
CGI access to Linux servers. I was perusing the rlimits in my 2.1.95
tree, and I noticed that there are virtually no limits on network communication.
I was wondering if anyone would be adverse to a new couple of 3 rlimits for
network statistics. If people are interested (and Linus would be willing to
accept such a thing into the source tree), I'd be interested in writing the
code. I already know that I was to limit the number of bytes someone can
transfer, and I can do that pretty easily. Other suggestions would be very
much appreciated. Limitations on binding ports??? min and max range they can
request?
