It's possible that they're being detected in reverse order. Look at the IO and
IRQ reported by ifconfig for each of them. I believe you can specify IO
addresses, if you really want to force the old ordering.

You might also need to tell the kernel that you want to be able to use DHCP.
ISTR you used to have to echo 1 > /proc/sys/net/ipv4/ip_bootp_client

That file's gone now, though, and I have no idea if you still need to change
something. Perhaps "ip_autoconfig"? Could someone else comment? said:

MEC had a patch for this, somewhere on
(/users/mec/experimental/trevor*?) Try that, or just use "make config".
Menuconfig's generally broken anyway. If you do use it, make sure you run
"make oldconfig" afterwards, to make sure everything gets set right.
