Configure.help patch (2nd attempt)

This patch will bring the help message for CONFIG_VIDEO_SELECT up to
date. As of this morning (27 may 1998) the file SCSI-HOWTO doesn't exist
on sunsite.unc.edu/pub/Linux/docs/HOWTO.
It seems that this patch got ignored last time, so I'm sending it again.
