Use struct timeval - thats the normal interface between user and kernel
for time objects.

Compared to syscall overhead fighting over 8, 16 or 32 byte messages is
an irrelevance. It'll cost you longer to do an ISA bus I/O cycle than
move extra 8 bytes.
