Hi Bruce,

I had this exact same problem when I tested 2.1.109-pre2. Turns out it was
really a config problem, even though it had worked fine for the last year
or so. You didn't post your /etc/ppp/options, so I can't be sure of how
exactly you're configured, but try adding the "passive" to your current
options. It fixed the problem here in an instant.

CC:'d to linux-kernel, just in case others get bit by this.
