The 64K window stuff for pure VGA (640x480x16) is fairly sane for PC hardware
and it is portable to almost anything. Its real value is for graphical install
programs and an initial all purpose X setup (XF86_VGA16). Without changes
for banking the consoel code can only do mono VGA mode (single banked)
