True. But 95% of everyone isn't looking to grab a kernel less then the last few
revisions.

How about two classes of mirrors, full and partitial?
For the partitial set guidelines so all the partitials remain the same,
and you don't have to dealing with the mirroring guessing name you
refered to above.

IE. Must keep no more or less then 5 revisions of kernel and patches. Must
update every 12 hours. Etc...
