Do it then. You dont need Linus or Alan or David or any of the other fine
kernel developers to do this for you. Come up with something that can be
automated and working and hand it off to kernel.org (or
whoever) afterwards.

Or...

Just download the patches. You rarely need to download the full source
each time a new release comes up. And you most certainly wont come up with
something smaller to download by breaking the kernel into pieces when
comparing it to a simple patch.gz.
