At least on the x86 architecture with the current partition layout,
this would waste a lot of space (at least one whole cylinder; that is
a lot of space these days). Perhaps a part of a swap partition can be
used? Or perhaps the space could be used for things different from
devfs too?

A neat hack could be a persistent /proc/sys.
