Actually compiling a development kernel is pretty easy. You just need the
same compiler and binutils that you need to make the 2.0 kernels.

To actually RUN a system with the kernel, you will need to make sure you
have the latest version of some things though. If you look on
www.linuxhq.com, it mentions some of them in the 'Linux 2.1 Changes File'.
Actualy, you SHOULD do even better than that. Try to get the very latest
of everything on this list. For example, binutils 2.9.1. As far as
compilers, egcs generally works; I don't know about gcc2.8.1. gcc2.8.0 is
broken.

If you use debian, things are usually very up to date. I didn't really
have to change anything. If you use Red Hat, I suggest upgrading to 5.1
and getting all the updates. However, a specific libc is not required to
run or compiled the kernel. The dependancy goes more the other way.
