ip forwarding question from /var/log/messages

Hello. I'm setting up a masquerading system on a PPP link and I have
everything set up right; the right kernel and ipfwadm options. However,
what is stopping me (IMO) is the following boot-time message:

mark> grep sysctl /var/log/messages
...
Aug 12 15:03:54 firewall kernel: sysctl: ip forwarding off
Aug 12 15:08:49 firewall kernel: sysctl: ip forwarding off
Aug 12 15:16:13 firewall kernel: sysctl: ip forwarding off
Aug 13 08:34:47 firewall kernel: sysctl: ip forwarding off

Is the kernel just silent when forwarding is turned back on? This is
a frustrating problem. I looked at the kernel source but it wasn't
too obvious what was going on.
