2.1.115: unable to enter ~ on german keyboard

As of kernel 2.1.115 I have noticed that I cannot type "~" on the
console anymore. I have a german keyboard (de-latin1) so I normally
would have to hold down [Alt Gr] (=right ALT) and press [+] but also
in earlier kernel versions it worked only when double-pressing [+].
