Compiling kernel with glibc headers?

Okay, I'm a newbie to glibc. I have a new RedHat 5.1 system on which
I am trying to install the nistnet package. This package requires
that the kernel (2.0.33) be patched to provide support for some
networking modifications they provide. It is this text from the
INSTALL file that I am having trouble with:

Prerequisites: Currently requires a Linux 2.0.27-2.0.33 level kernel!
The new version (1.3) should compile with either "linux" libc headers
or "glibc" libc headers (tested with glibc 2.0.6), with the proviso
that the kernel files can't be compiled with glibc headers!

What is this "the kernel files can't be compiled with glibc headers"
thing? What do I do to make sure the kernel is not compiled with
glibc headers?
