Currently not, but I'll probably add such option to the next version
of the ipconfig code. Now you can tune the #define's at the top of
net/ipv4/ipconfig.c to get the timeouts you want.

Isn't it because you've supplied incomplete information and the kernel
wants to know more? If you use nfsroot, you might have missed the address
of the NFS server.
