He was probably busy, and he could probably do without the extra
administrative hassle of (a) decide to do something, (b) give everyone
notice, (c) remember to do it after the passage of some time.

Maybe he forgot.

Give him a break. Perhaps, support.

I'm sure it's infuriating when you are trying to make useful contributions
and think your time has been wasted, but let's try to look at the big
picture.
