Thats a user mode issue. You can write software for this if you want.
It requires some priviledged program able to manipulate /etc/groups thats
about all.

You can't have multiple owners (think about quotas), but POSIX acls are a
hopeful post 2.2 item and allow much more detailed file permission setups
for those folks who need them.
