PPP still broken with 2.1.121

There is a problem that seems to be new, at least for me as I don't
remember having this particular problem since a few kernels.

If I connect on the net before I try to load Netscape, Netscape will
not load. If I disconnect the net then Netscape loads right away. I've
had that happening a few kernels back when I was running Linux on a 486.
I am now running Linux on an IBM (Cyrix) 686 230Mhz.

The connection as you see in the attachment isn't right away though.
The first try fails. It doesn't even attempt to dial before it gives
a timeout.

The problem I described previously about repeated attempts to connect
even while connected don't seem to occur anymore. Perhaps, I haven't
been on this kernel long enough ...
