However the correct return for an fd that is not a STREAM head
is ENOSTR. It is possible to not implement STREAMS at all and
remain compliant.

Incidentally this thread seems to be getting somewhat confused.
Are we talking about supporting the high level APIs that arose
out of STREAMS such as TLI/XTI or are we talking about the low
level STREAMS message interface which are generally only partially
documented in the kernel level manuals for SYSV derived systems?
