No, worse. The PC speaker is FM modulated and good ones can have a
resolution of up to five or even six bits. But that could - in theory - also
be done with a C64, but additionally, the PC Speaker can be fed much higher
quality data (since a PC usually can sample a type at 8 or 16 bits, while
the c64 (etc.) tape could only be sampled at 1 bit).

So tape sampling -> playing does sound _much_ better with the pc speaker.
