Two things I've seen:

(1) you have an ISA video card with a memory aperture at 14MB, or you have
told your BIOS (some BIOSes) that you have such a card;

(2) you have a recent Compaq, which likes to put the PCI directory around
there.

#2 seems unlikely given that it is a P60....
