Network traffic control/rate limiting

Hi

I'm interested in limiting all outgoing traffic from a particular linux
machine to say 128K. The box is a server, not a router btw. so I need to
limit traffic sourced from the box itself ...

I understand that the shaper stuff is supposed to be obsolete now and I
should be using CBQ, TBF or similar stuff with the iproute/tc utility but
I must confess that I'm a little confused by exactly what to run to
achieve the desired result. There seem to be dozens of different options.

Could someone give me some pointers as to what commands exactly to run to
achieve this please? Alternatively should I just be using the shaper
stuff?

I'll write something up for the Documentation dir if I get it figured out.

Thank you,

PS. I'm running 2.1.122
