Not in all cases, but most likely for _mass_ input. Because:

- when posted often, its likely the patch will mature over the time
(hence 'quick shots' will not go through)

- only people who are able to 'insist', are able to be carefull too.

Further more, this is the successful technique used by nature to control
evolution ;-)
