Minor scrolling problem with 2.1.124

I know at this point, Linus may be very frustrated with the whole
frame buffer support, but I noticed a small glitch in the 2.1.124
frame buffer code. If you use the options:

video=vesa:ypan vga=773 (or)
video=vesa:ywrap vga=773

on a P-II with a 8 meg Matrox Millenium-II system and scroll back the
screen while the system is booting (saying while fsck is running), it
will scroll the top of the penguin in the logo down, and not the text.
Previously, it would scroll the text, and leave the logo unaffected
(which seems to me to be the more correct choice -- after all, if I'm
scrolling back, I presumably want to see the text, maybe to report a
bug or something).

Also, on my system at least, it is noticible that the bottom part of
the penguin is redrawn whenever the text scrolls up. This is minor.
