I support your idea.

For many times I heard of a patch [bugfix] but no matter how I searched, I just
couldn't find that patch. There are a lot of "Is there a patch for such and
such" and "Where can I find the patch" questions floating all over this list and
several Linux related NGs because there just isn't a systematic collection for
patches/bug-fixes.

Not all patches/bug-fixes belongs to the main-tree, but there are sufficiently
amount of patches/bug-fixes that may benefit enough people to warrant a
systematic collection in a specific directory.
