swap-file BUG: two for the price of one!

After moving to 2.1.125 / 2.1.126 there is something strange with the
swap-file support. After booting Redhat 5.1 /proc/swaps shows this:

Filename Type Size Used Priority
/var/swap/swap1 file 65532 0 -1
/var/swap/swap1 file 65532 0 -2

And "free" also tries to make me think I have 128MB of swapspace.

Apparently every time a "swapon -a" is done, the same file(s) is/are
added again and again.

This only happens with swap FILES, not with swap PARTITIONS.

It seems buggy to me.
