Definitely. Thats actually the biggest barrier right now to supporting
some of these 'multiuser windows PC' cards.

The existing behaviour is also right for some things (Mac68K for example
where you can't guarantee which mouse/keyboard get which device slots
on the ADB bus) but you often have 2 or 3 video cards per mac.

Q: What should happen if the last keyboard is removed , would it make sense
to switch to serial console if available ?
