Arguably, it need have nothing to do with the kernel - but form some
OSs (eg. Windahs*) it can.

Wherever is belongs (and please lets not start that thread again), we
don't have full unicode support exposed to the user either via the
kernel or userland tools.

P.S. If we just assume all filenames are UTF-8, will that break any
existing applications or uses out there?
