That used to be valid -- something like 25 years ago.

More recently, the Berne convention
(http://www.law.cornell.edu/treaties/berne/overview.html) has changed
the law so that the author *always* has copyright, even without a notice.

Without a copyright notice, no one except the author is allowed to
redistribute it beyond "fair use".
