Rebooting trouble (warning: strange problem)

Hi folks. I now have decided to come forward with a small problem that has
plagued me since sometime in the 2.1.80's (don't know exactly when it
appeared, and as I only have a 486 I don't want to try compiling each
version backwards from here :-)

The problem is that I can boot linux just fine, but whenever I try a warm
OR cold reboot, the machine hangs during kernel boot, before init starts.
I have to turn the machine completely off and back on to reboot. What's
causing this?
