The penguin logo seems to be a special case in the scrollback code or
something. If you look closely during boot, you'll see a flicker in the
penguin's feet as well. It seems like a fencepost error somewhere...
some piece of code wants to scroll "not the whole screen" but it is off in
it's analysis of how much to scroll.

Scrollback works fine for me *after* bootup, but as you say, bootup
messages can be crucial if the system doesn't boot properly.

I saw the exact same behavior in vesafb, and now in matroxfb which leads
me to believe some problem in the generic code somewhere, but as I'm not
really on the ball to look for it, I'll shut up...
