Linux V2.1.128 localhost performance

Hi,

I observe that network data throughput to localhost suddenly decreases
to very low values after about 1/2 second of data-flow.

One can't `ping -f localhost` anymore either. Is this a bug or a
feature? If a feature, was X considered?
