Subject: Event Processing in Kernel

Hi ,
I am newbie to kernel stuff.
I have a scenario where in a user process generates some
events and the event queue needs to be in the kernel and
depending on the timing information someother user process
must be notified the events which are generated by some
publishing user process.
The kernel also needs to maintain the processes which are
to notified when some event occurs.

Is this possible in any way ?

Any help would be greatly appreciated.
