2.1.12X low responsiveness without high load

Hi,
if one process needs much cpu-cycles, the system feels very slow.
This happens without giving high loads or swapping.
Tested with 2.1.125, 2.1.128, 2.1.129 and 2.1.130
2.1.130 feels little better.

The problem is, that running 2.0.35 the system will response better in
with the same process running in the background.

Symptom:
Switching two xterms will be slow down so much, that one can see, how
the contents will build up :-(
No Swap is used.
To test, `cat /dev/zero >/dev/null` is enough.
Thy system feels like it is swapping hardly.

Any suggestions for tests?

My System:
AMD K6-2 300
VIA-VP3 chipset
128MB Ram
Symbios Logic 53c810
3 SCSI-Disks
1 SCSI-CD-ROM
No IDE-Devices

Ciao
