linuxrc init parameters??

I'm trying to make a boot disk that does different things (i.e., set
runlevel differently) for different command line arguments passed to
the kernel. Unfortunately, it seems that linuxrc does not necessarily
get the parameters that are passed to init.

Is there a reason for this? Can this behavior be adjusted?
