nfs -ohard doesn't work

My mount manpage says:

hard ... When the NFS server is back online the program will
continue undisturbed from where it was. This is probably what
you want.

Unfortunately, this is not the case. What happens is that the server
reboots, linux retries, gets a port unrechable (since the nfsd isn't started
yet) and the program gets an error (and stops). Not useful.

This is with 2.1.131, and I believe the behaviour in 2.0 was different.
