/proc/pci -- /proc/bus/pci discrepancy

Since I hadn't compiled a 2.1.X series kernel since about 2.1.17 (and
since I recently acquired an SMP machine), I thought it was about time to
check out a 2.1.X kernel so I downloaded 2.1.132.

As I was looking through many of the nifty new features I noticed an
interesting discrepancy: For my kernel config, /proc/pci has a
apparently swapped the "device" and IRQ numbers for all of the PCI
expansion cards (non-hardwired devices) . However, /proc/bus/pci
appears to be correct. To illustrate, below is some interesting info
from /proc. For example, consider the two passages from /proc/pci and
proc/bus/pci, respectfully, for the same device:

Bus 0, device 19, function 0:
Multimedia audio controller: Ensoniq Unknown device (rev 4).
Vendor id=3D1274. Device id=3D1371.
Slow devsel. IRQ 13. Master Capable. Latency=3D64. Min Gnt=3D12.M=
ax Lat=3D128.
I/O at 0xef00 [0xef01].

00:13.0 Multimedia audio controller: Ensoniq: Unknown device 1371 (rev 04)
Subsystem: Unknown device 1274:1371

rt- >SERR- <PERR-
Latency: 12 min, 128 max, 64 set
Interrupt: pin A routed to IRQ 19
Region 0: I/O ports at ef00

You'll see that /proc/pci claims this sound card is device 19 and using
IRQ 13, whereas /proc/bus/pci sees it as device 13 using IRQ 19.
/proc/interrupts indicates that /proc/bus/pci is correct.

I have only observed this happening on Bus 0, but that certainly does
not mean the phenomena is restricted to this bus.

I did hunt through some of the mailing list logs, but could find no
reference to this phenomenon. Unfortunately this is also my first foray
into the kernel sources, and I was unable to pinpoint the problem.
Could I possibly just done something silly in configuring the kernel?
