pre4: non-module SB sound support halts PC

Has two identical pre4 kernels: non-module and module.
(Compiled for PPro, 6x86MX...)

Module version boots fine (NE2000, SB, video_capture: all OK), but
non-module version halts with following messages:

<CUT>

ttyS00 at 0x03f8 (irq = 4) is a 16550A
sb: Interrupt test on IRQ7 failed - Probable IRQ conflict
<Sound Blaster 16 (4.13)> at 0x220 irq 7 dma 1,5
_

Neither NumLock nor Ctrl-Alt-Del does anything, has to reset or
power-cycle.

SB's 0x220, irq 7, dma 1,5 are used by module version and works fine.

System:
MB: PCChips M572 with latest bios, disabled: on-board sound, parport,
IDE ports
CPU: Cyrix 6x86MX PR233+ (@ 2.5x75MHz)
Sound : SB32 PnP, at 0x220, irq 7, dma 1,5, ISA
Adaptec 2940UW, bios 1.25
AverMedia BT848 based TVCapture, PCI
Millennium II, PCI
Clone NE2000, ISA at 0x320, irq 15
