I haven't had time to document this yet on the web pages, but the
Linux Kernel Archive Mirror System allows you to explicitly to to .gz
or .bz2 sites by going to:

{ftp,www}.{gz,bz2}.<country>.kernel.org

e.g.

ftp://ftp.gz.us.kernel.org/pub/linux/
http://www.bz2.se.kernel.org/pub/linux/
