2.2.0 with FAT+MS-DOS gives instant reboot

On a Dell OptiPlex GN+ P5-166 if I compile FAT+MS-DOS in
then I get :

Loading linux ....... <reboot>

If I make FAT+MS DOS a module then it boots fine.
I haven't tried loading the module yet.
