PLL in kernel?

Is it normal for adjtimex to return TIME_ERROR (clock unsynchronized) and
status = 0x40 (same thing), when xntpd is running with enable pll? i.e.
shouldn't bit number 1 in status get set? I tried setting it by calling
adjtimex() myself, and it doesn't work.
