There is a network block device in 2.2 which can redirect a block device
over the network, but I believe sound devices are character devices.

There is the Enlightened Sound Daemon, which has support for what you
want. Find it at http://www.enlightenment.org/.

There is already separate software to do most of those things, including
modem sharing and network audio.

I suppose it would be cool to have a network character device to
supplement the existing network block device. There would be issues to
work out, such as how ioctls got passed, etc. I don't believe the network
block device passes ioctls.
