2.2.1 doesn't detect ATAPI cdrom

I just upgraded from 2.0.36 to 2.2.1. Under 2.0.36 my CDROM (properly
jumperd as a master on the 2nd IDE chain) is not detected under
2.2.1:

Using a command of "hdc=cdrom" on the boot line allows the CDROM to be
detected properly.
