Try ISC dhcp-2.0pl6 patched by
ftp://ftp.inr.ac.ru/ip-routing/dhcp.bootp.rarp/dhcp-2.0pl6.dif.gz
It is supposed to work over tr, though I had no chances to test this.
At least we will be able to debug it.
