Why bother? The quota file can already be sparse.

~ $ ls -l /local/home/*quota*
-rw------- 1 root root 16032 Sep 21 1998 /local/home/quota.group
-rw------- 1 root root 16096 Mar 22 13:07 /local/home/quota.user
~ $ du /local/home/*quota*
13 /local/home/quota.group
17 /local/home/quota.user
~ $
