high memory reservation at boot time

In /etc/lilo.conf i put append mem=60M ( I have 64M available) in order to
reserve 4 M of memory for DMA use

But vremap(0x3b00000,0x100000) (for 1 M) returns NULL (2_2 kernel)
...that was not the case for the 2.0.x vers

so what has changed????
